This can't be the first time this has been brought up and I can't be the only one who has noticed. Is Sailor Jupiter the only Sailor not to wear knickers (or a leotard underneath)? When she transforms there is clearly some cheek and in the R movie you can see up her skirt for a quick moment and she isn't wearing any at all

I read some where that Naoko was upset with how they made the girls look and pose and the full transformations, and that the anime industry is mostly run by heterosexual males and didn't really understand the characters feelings, but who knows!

I remember DiC even painted out her butt-cheek for her transformation sequence, so there's definitely some scantally-clad going on there.

We might've not minded getting a peak at her rear goods, but apparently, the other Sailors had issues, and bought her a few pairs of panties. That's what happens when you're living on your own at that age. You forget to change your underwear!

Technically, the Sailor Soldiers are all wearing leotards with built-in skirts, so there's no panties anywhere.

And at least they don't go commando like Usagi and Chibi Usa do when they're wearing their Moon Princess dresses.

Reminding me of those tights worn by the Precures under their skirts nowadays.

The animators pulled several jokes on Makoto as well. There's a cel of her from the ice skating episode (#39) where Makoto gets attacked and her green dress is shredded by the youma. The cel in question is a two layer cel, with the top layer being her dress and the bottom layer being Makoto with a bra and panties. The animators wrote something on the panties in Japanese but I can't recall what that was. I don't know who owns the cel now, so, I am unable to find a scan.

I can vouch for this. While its not cannon, there is an absolutely gorgeous 1/4th model kit of Princess Serenity that requires paint and assembly, and comes with a fabric gown. Well, let's just say when I got said kit in the mail, I'm glad my family wasn't right there, as the main body is nude and anatomically correct in every matter of establishing it's female.

In all seriousness, what I'm about to say is only true assuming what applies to Chibi Usa applies to both of them and that her dream self's clothing is an accurate reflection of her real world clothing.

There's a scene in Episode 159 where Chibi Usa is wearing her Moon Princess dress and grows wings that she uses to fly around with Pegasus during an extended dream sequence. Towards the end of that sequence, while the two of them sharing a loving gaze, the dress suddenly appears translucent. I'm referring specifically to this shot:



While you can't see any graphic details, it's quite clear from the visible body and leg lines that Chibi Usa's not only barefoot, but also isn't wearing any underwear.

As for the lack of footwear, during the second ending sequence for the original season, Princess Serenity is also established to be barefoot. So, there's a bit of precedent in continuity.
